Obama returns to Washington, immigration wrangling

WASHINGTON, DC (CNN) - President Barack Obama is back in Washington, DC after his Texas trip, and though he's further from the border, he's closer to the heart of the political firestorm over immigration.

"Listen, this is a problem of the President's own making," House Speaker John Boehner, R-OH, said. "He's been President for five and a half years! When is he going to take responsibility for something?!"

At the center of the debate, the president's proposed $3.7 billion relief plan.

A breakdown shows a large part of it would go to caring for unaccompanied children illegally crossing the border.

During his trip to Austin, TX, the president put the next move on Congress.

"The House Republicans they haven't even called the bill," Obama said. "They won't even take a vote on the bill. They don't have enough energy, or organization or I don't know what to just even vote no on the bill. "

Fresh from a trip to Guatemala, and just before heading back to the border to see more of the problem, Homeland Security Secretary Jeh Johnson asked the Senate for support.

"Doing nothing is not an option. At our current burn rate within the Department of Homeland Security ICE will run out of money in mid-August," Johnson said.

Lawmakers shot back, asking for specifics on the multi-billion dollar appropriation.

"So how you can give us a budget request if you don't know how it is going to speed the process up," Sen. John Tester, D-MT, asked.

The key to finding a cure for the crisis is again, in the hands of divided lawmakers and the White House.
