(CNN) - California Congressman Darrell Issa is digging deeper into the loss of e-mails belonging to former IRS official Lois Lerner.

Issa, who chairs the House Oversight Committee, has issued a subpoena to the Federal Elections Commission.

He's asking the agency to hand over all communications involving Lerner from January 1, 1986 to the present day.

Issa has given the FEC until July 7 to produce the 28 years' worth of documents.

Issa's office has not yet responded to CNN's request for comment. The FEC declined to comment on the subpoena.

Lerner ran the IRS's division in charge of tax exempt status.

That division has been under fire for targeting the tea party and other conservative groups for extra scrutiny.

Recently, the IRS revealed it lost two years' worth of Lerner's e-mails after her hard drive crashed in 2011.

Lerner retired last year and has refused to testify before Congress, exercising her constitutional right not to do so.
