WASHINGTON, DC (CNN) – An Arizona congressman is calling for an investigation into the State Department's review of the proposed Keystone XL pipeline.

The government's environmental report indicated the project won't have a big impact on carbon emissions that cause climate change.

Sen. Raul Grijalva, D-AZ, disagrees and alleges the contractor hired to complete the review has a conflict of interest.

"In terms of the conflict of interest, the workmanship the association with some of the consultants and the company, and the consulting company and TransCanada, all bear witness to the fact that this project needs to be defeated on many levels," Grijalva said Tuesday. "And one of the levels is that released much, very needed information throughout this process…the organization has consistently provided to Congress to members of Congress and to the public valuable information in this ongoing debate and effort to defeat the XL Pipeline."

Grijalva has asked for an independent audit.

The proposed TransCanada pipeline would transport oil from Canada to the Gulf Coast.

President Barack Obama is expected to make a decision on whether to go forward with the Keystone XL pipeline in the next few months.
