(CNN) - The Federal Communications Commission is putting a study on the decision-making process in newsrooms on hold.

The study would have allowed federal researchers to pose questions to journalists, including news directors and reporters.

The FCC released a statement saying Chairman Tom Wheeler agreed with concerns that some of those survey questions "overstepped the bounds of what is required."

But the commission defended itself, saying it had no intentions to regulate "the speech of news media" or "put monitors in America's newsrooms."
