While snow, ice and power outages plague some areas of Middle Tennessee and southern Kentucky, high water in other spots is causing flooding.

The National Weather Service has issued a flooding advisory for Richland Creek in Belle Meade until 9 a.m. Wednesday, as hours of persistent rain brought rain levels to the "action" stage late Tuesday.

And the water is causing such a problem in Todd County that at least three homes have been evacuated in Guthrie.

Dozens of homes were without power in Elkton, so officials opened an emergency shelter for anyone who needs relief from the cold. The shelter opened at the Petrie Memorial United Methodist Church at 202 E. Main St.

At least five counties along the Tennessee-Kentucky border have reported downed trees, water across roads or power outages.
