Southern Pines Animal shelter glad for new animal cruelty law

HATTIESBURG, MS (WDAM) - In light of 52-year-old Patsy Payton allegedly tying 11 puppies, one of which hung itself, and the rest had to be euthanized, to their fence in the middle of the night, Southern Pines Animal Shelter couldn't be happier for the new animal cruelty law.

Passed in 2011, the new law changes the rules on how animal cruelty cases are prosecuted. The new law states that anyone who intentionally tortures, burns, starves, or disfigured a dog or cat can be charged with aggravated cruelty, which would remain a misdemeanor on a first offense. Another offense within five years would be a felony.

Payton was arrested Monday by Hattiesburg Police, and faces 11 counts of misdemeanor animal cruelty.
