JACKSON – Gov. Haley Barbour announced today he has appointed Eddie Bowen as 13th District Circuit Court Judge. Bowen, who currently serves as district attorney, will serve the unexpired term of the late Judge Robert Evans who died in July. Because Judge Evans was the only one to qualify by the deadline, the State Board of Election Commissioners determined that the election should go forward this November by write-in ballots.
The 13th Circuit Court District includes Covington, Jasper, Simpson and Smith counties. Bowen will resign his position as District Attorney to serve in this judicial post. The Governor will issue a Writ of Election to fill the District Attorney seat in accordance with Section 23-15-843 of the Mississippi Code. The election for DA will be in November 2011, and Gov. Barbour will appoint a replacement to serve in the interim.
"Mr. Bowen's years of legal experience bring a high degree of competence and personal integrity to the bench," Gov. Barbour said. "I also thank him for his continuing commitment to public service by accepting this appointment."
The Mississippi Supreme Court on July 1 appointed retired Circuit Judge Frank G. Vollor of Vicksburg to serve temporarily until the Governor made his appointment.
Bowen has served as District Attorney for the area since 1999. Previously, he was in private practice in Smith County for almost 20 years. He also has served as the Mississippi Bar Commissioner for the 13th Circuit Court District.
